Percival to DRays Almost Done

Looks like the Cards won't have to offer arbitration to Troy Percival to get draft pick compensation. I would love to have him back but if there is an area the Cards can afford to let someone walk and still have a strangth, it is the bullpen. I would guess that if this deal is still not finalized by the 12/1 deadline to offer arbitration the Cards will offer it then...unless they have an agreement with Percival not to do so. Anyway here is the link:

If he signs with another team before the deadline to OFFER arbitration then the Cards automatically receive the compensation pick.

Disappointing
I liked him last year.  He's got a toughness and demeanor that I think we need more of.

I'm going insane
This is a wild one: Kazmir makes the jump to be truly elite, Shields maintains/improves on last year, Garza steps up to be a true #2/3, 2 of Niemann/Mcgee/Davis fill out the rotation.  Percival stays injury free as closer, Reyes stays effective in the 8th.  Crawford/Upton/Pena/Longoria/(a healthy)Iwamura/Gomes/Bartlett/(healthy) Baldelli is a pretty decent lineup.  I think I'm up to about 5 'Ifs" already.  I would say "Dukes stays sane" too but that's impossible.

...say Jeter/Posada age as old guys at SS/C do, A-Rod regresses to 2006 numbers, Pettite retires, throw an injury at Wang or something (the k-rate catches up?)....the Holy Trinity of Untradable Pitching Prospects don't really pan out, could the Rays possibly jump the Yanks??

I know it takes 10 ifs to get there, but that's a better chance than they've ever had.

adding bartlett
will go a long way towards making kazmir "truly elite".  It'll help the rest of the pitchers as well.  He's got a great glove, and he's replacing a terrible one.

I can't think of any reason not to offer Percival arbitration; if he accepts, our bullpen is stronger.

If he doesn't and still wants to sign with someone, he's a type "B" free agent.  Teams receive supplemental picks for losing type B free agents, but the gaining team does not lose a pick, so shouldn't impact Percival's contract negotiations.  The only reason the "gentleman's agreement" meme makes sense is if he was a type "a" free agent, which he is not.

Not to mention
No more BJ Upton at 2nd (though who knows what Iwamura will be) and Upton should improve in CF with more time under his belt.  Longoria to 3rd is apparently a pretty good fielder, Young dropping out of RF hurts the D but if Baldelli stays healthy that isn't too big a dip.  

How the fuck am I talking myself into the Rays taking a light year leap??

On TB for the AL wild card in '08?  Or just "finishing higher than the yankees"?

This should be the rays
best team, by far. It's still one of the toughest, if not the toughest, division in baseball but they'll be competitive, at least.

So does our supplemental pick come in whatever order the Rays would choose in a normal round?  if so, it seems like it should be pretty high!

I'm only sure that it would be a supplemental pick since Percival is a Type B free-agent. I would assume it would be high in the supplemental round b/c both the Rays and the Cards had bad records.

found out its based on our record. of course its not like every team with a worse record than ours is going to sign a type b free-agent and be ahead of us. so more likely it will be somewhere in the 35-40 range overall.

I do not believe that is correct
The pick would be based on Percival's rank among type B free agents.  

All type teams receiving compensation for type A free agents AND type B free agents who were ranked higher, will pick in front of the Cardinals in the supplemental round.

This is all assuming that Percival actually SIGNS the deal before the arbitration deadline.  From what I have heard he has only Agreed to the deal at this point.

The compensation system is difficult to find definitive information about. You are right that he must sign today before the arbitration deadline tomorrow though. I would assume the Cards would offer arbitration if it goes to the deadline though.
