Percival to DRays Almost Done
Looks like the Cards won't have to offer arbitration to Troy Percival to get draft pick compensation. I would love to have him back but if there is an area the Cards can afford to let someone walk and still have a strangth, it is the bullpen. I would guess that if this deal is still not finalized by the 12/1 deadline to offer arbitration the Cards will offer it then...unless they have an agreement with Percival not to do so. I'm going insane
...say Jeter/Posada age as old guys at SS/C do, A-Rod regresses to 2006 numbers, Pettite retires, throw an injury at Wang or something (the k-rate catches up?)....the Holy Trinity of Untradable Pitching Prospects don't really pan out, could the Rays possibly jump the Yanks??
I know it takes 10 ifs to get there, but that's a better chance than they've ever had.

I can't think of any reason not to offer Percival arbitration; if he accepts, our bullpen is stronger.
If he doesn't and still wants to sign with someone, he's a type "B" free agent. Teams receive supplemental picks for losing type B free agents, but the gaining team does not lose a pick, so shouldn't impact Percival's contract negotiations. The only reason the "gentleman's agreement" meme makes sense is if he was a type "a" free agent, which he is not.

I do not believe that is correct
All type teams receiving compensation for type A free agents AND type B free agents who were ranked higher, will pick in front of the Cardinals in the supplemental round.
This is all assuming that Percival actually SIGNS the deal before the arbitration deadline. From what I have heard he has only Agreed to the deal at this point.
