Questions about the DL

Need to dispay my ignorance here and get some help understanding the DL.  Why, after Edmonds has missed 6 games with what is now known to be a hairline fracture of a rib, is TLR reluctant to put him on the 15 day DL, backdated to the first missed game?  I mean, he's already been out nearly half of it (7 days).  Is there some sort of penalty or disadvantage attached, like only so many 15 day DLs per team?

Also, why does Linclon continue to ride the 15 day DL, when he's been on it since spring?  Why not some other assignment (isn't there a 60 day?)  Based on what Cedeno is doing, it doesn't look like the DL keeps you from rehabbing in the minors before your period is up.  I mean, I understand that the 15 day gives you the flexibility to activate them as soon as they are ready, but March is a loooong time ago.

I'm sure some of you smart guys on this blog can help me understand all this.  Thanks.

i'm not an expert
but here's a few rules, as i understand them:
  1. if you go on a list (15-day, 21-day, 60-day), that's a minimum duration. if you're on the 15-day list you're ineligible for 15 days, but you can come off the list at any point after that. so you can stay on that list indefinitely (as lincoln has) if you're still hurt, and then be eligible for activation without delay when you're finally healthy.
  2. each team gets a certain number of dl slots --- i think it's three or four 15-day, one 21-day, and a certain # of 60-day. so guys may get shifted from one list to the next. ie, if a guy tweaks a hammy but your 15-day slots are all filled, one of those guys may have to shift up to 21- or 60-day. in stl's case, no worries; lincoln can always be moved to the 60-day list to open a 15-day slot, and his 60 days are retroactive to march, so the cards still don't risk having lincoln stuck on the DL once he's healthy.
  3. re edmonds, they must believe he's going to heal before 15 days are up, so they don't want to render him ineligible; better to play with a short bench for a few games. but if it looks like he won't heal before the 15 days, they might retroactively DL him and recall schumaker or somebody.
i am not 100 percent sure these statements are correct, but i think they're pretty close. also there probably are other pertinent rules i am leaving out. anybody else know anything about this?
